任文秀因为家人与韩春梅邻里摩擦，到乡政府寻找工作。在这儿，她遇到了跟她人生有千般纠葛的几个人：退伍军人张霖，中学教师杨志刚，乡政府秘书李平，以及王丽。文秀“赌气”要“当官”，进入乡政府要工作，让张霖实在瞧不上，作为退伍军人的张霖，作风强硬正派，性格都硬的两个人，围绕着工作方式矛盾不断，两人虽然产生了不少误会，可张霖却在对文秀逐渐了解中喜欢上了她。巧合下文秀与杨志刚成婚，杨志刚的前女友王丽不仅在文秀的家庭上搅和，更是在工作上处处使绊子、排挤文秀。此时，张霖所在的渭河治理办正缺人手，文秀也不忍看着乡亲们再遭受渭河边洪水的威胁，她毫不犹豫的加入这个团队，并且在张霖的协助下，最终不仅使得百姓摆脱了洪水的威胁，更是在带领着乡亲们携手奔小康的同时，实现人水和谐，安居乐业的美好景象，任文秀也顺利的入了党。
